Continuous transfer in many cases would be useful. In this paper we present a new method to achieve a continuous transfer between transverse and longitudinal planes using a transverse quadrupole RF electric field, generated by an RFQ like resonant device. The electric field generated by the resonator is non-conservative. The resulting system is non-Hamiltonian and the constraints of the Hamiltonian systems don't apply. Tracking studies with single particles and 6D Gaussian bunches has been performed. The new method might lead to significant transverse emittance decrease in accelerators and luminosity increase in colliders.
