Sumario:The CMS Beam Radiation, Instrumentation, and Luminosity (BRIL) project is responsible for a number of detector systems that measure the luminosity, beam conditions, and radiation products produced by the LHC at the CMS detector. This Conceptual Design outlines plans for the Phase-2 BRIL upgrade to ensure reliable measurements of these quantities in the HL-LHC environment. The BRIL program for Phase-2 envisions using a combination of dedicated standalone detectors and already planned CMS detectors with specialized readouts for luminosity data. This document contains the current status of planning and describes the work necessary for the upcoming BRIL Phase-2 TDR.
