description This Technical Design Report Amendment describes revised plans for Event Filter Tracking in the upgrade of the ATLAS Trigger and Data Acquisition system for the High Luminosity LHC. The motivation to change the baseline for Event Filter Tracking is explained. Next, a description of the requirements for Event Filter Tracking and the definition of the proposed baseline to meet these requirements are presented. Several demonstrations using various hardware and software are reported in support of this proposal. Finally, the organization and resources needed to deliver the new baseline are set out.
