description | At the Finance Committee meeting of 12 November 1999 three issues were raised concerning the Organization's voting and majority rules: 1) the definition of voting majorities in force in the Organization; 2) the interpretation of the double majority rule laid down in the Council Resolution set out in document CERN/2074 of 16 December 1994; 3) the relationship between the ordinary rules of procedure and those laid down by document CERN/RTG/8. At its December 1999 meeting the Committee of Council agreed to examine these issues at its meeting in March 2000. This document sets out the various points that constitute the necessary basis for that discussion. The Committee of Council is invited to take note of the list of majorities in force within the Organization and to decide on the proposal to revise Resolution CERN/2074 relating to the double majority. It is also invited to decide on the proposed clarification of the relationship between the normal rules of procedure applicable to the Finance Committee and the provisions of document RTG/8 concerning the "Procedure for proposals to Finance Committee and Council /Conciliation". |
