Sumario: | In the FC and SPC meetings of June 2000, the Management presented its analysis of the status and prospects of Manpower resources in the document "Review of Manpower Resources" (CERN/FC/4271). The study underlined the extraordinary challenge of the construction and operation of the LHC machine and detectors, together with an ongoing restricted fixed target physics program, within a budget which results in decreasing staff numbers down to 2000 in 2006. CERN has set out to meet this challenge. However, the review concluded that without additional human resources the laboratory would have no leeway for any longer-term R&D activities. In view of the long lead-time inherent to particle physics projects, the Management is convinced that the time has come to take the necessary steps to guarantee CERN?s vitality and to put it in a position to be a major partner in future projects. In addition, an on-going review shows unforeseen manpower needs for LHC computing. This document presents a proposal for a progressive adjustment of the staff planning in four areas : Accelerator R&D, Detectors R&D, LHC Computing, and Technology Transfer. The proposal should be considered in connection with the paper "5-yearly Remuneration Review ? Summary and conclusions by the Management" (CERN/FC/4305). |
