Proposal for the award of a contract for the design, manufacture, assembly, testing and delivery of helium cryogenic safety relief valves for the LHC

This document concerns the award of a contract for the design, manufacture, assembly, testing and delivery of 390 helium cryogenic safety relief valves for the LHC. Following a market survey carried out among 79 firms in fifteen Member States and a price enquiry for qualifying prototypes sent to seven firms and one consortium consisting of two firms in six Member States (DO-15786/LHC/LHC), a call for tenders (IT-2418/LHC/LHC) was sent on 6 December 2000 to four firms in four Member States. By the closing date, CERN had received tenders from the four firms. The Finance Committee is invited to agree to the negotiation of a contract with the firm VELAN (FR), the lowest bidder, for the design, manufacture, assembly, testing and delivery of 390 helium cryogenic safety relief valves for the LHC for a total amount of 1 007 490 euros (1 549 984 Swiss francs), not subject to revision, with an option for the supply of up to 50 additional valves, for a total amount of up to 217 793 euros (335 066 Swiss francs), not subject to revision, bringing the total amount to 1 225 283 euros (1 885 050 Swiss francs). The rate of exchange which has been used is that stipulated in the tender. The firm has indicated the following distribution by country of the contract value covered by this adjudication proposal: PT-53%; FR-34%; DE-13%.
