Proposal for the award of a contract, without competitive tendering, for the supply of 3300 modules of the electromagnetic calorimeter for the LHCb experiment

This document concerns the proposal to negotiate the award of a contract, without competitive tendering, for the supply of 3300 modules of the electromagnetic calorimeter for the LHCb experiment. For the reasons outlined in this document, the Finance Committee is invited to agree to the negotiation of a contract, without competitive tendering, with the Institute of Theoretical and Experimental Physics (ITEP), Russia, for the construction and delivery of 3300 modules of the electromagnetic calorimeter, which includes the production and evaluation of 400 000 scintillating tiles. The cost of the scintillating tiles production, the only cost to be borne by CERN under this contract, amounts to 1 134 000 Swiss francs.
