The formalism is first derived for uncoupled beams, but is then extended to take coupling into account. Excellent agreement is demonstrated with Monte-Carlo data. The Twiss-Scatterer relations presented make it possible to include arbitrarily, thick scatterers as elements in accelerator codes.
