description | Value engineering has become an increasingly utilized method for reducing out-turn costs on large complex engineering projects. In particular it has been used in offshore oil platform construction contracts to lower construction costs and provide viability to otherwise marginal oilfields. The process has recently been adopted on various civil engineering construction projects where, in certain cases it has led to significant cost savings compared to the client's original estimates. The CERN ST/CE group is currently in the process of applying value-engineering techniques to one of the four large LHC civil engineering contracts with the aim of reducing the overall cost to CERN. This paper discusses some of the basic principles of value engineering and in particular the contractual framework in which it is set. Several examples from the LHC civil engineering contract T054 are used to demonstrate the potential benefits of the method. |
