Sumario:A PMT-block test bench has been developed in Pisa. We have built and put into operation a system which allows a fast measurement of the main properties of a complete PMT-block (light mixer + PMT + divider + 3-in-1 card). In this report we describe in detail the system, both hardware and software, and the protocol used for the PMT-blocks characterization. We also report the results obtained with this bench in the test of a first batch of 80 PMT-blocks used to instrument the Module 0 for the 1999 test beam.
