Sumario:This document is a proposal to equip the LHCb RICH detectors with Pad HPDs as photodetectors. The Pad HPD has been developed "in-house" at CERN. It is a five inch vacuum tube with bialkali cathode and segmented silicon anode, incorporating 2048 anode pads, each connected to analogue readout electronics, encapsulated within the vacuum envelope. The design of the baseline option is described. Results of R&D using measurements in laboratory and test beam are described. The future R&D programme and the detector costs and production schedule are outlined.
