Simulating dynamic field effects in SixTrack

The ability of simulating time varying fields in magnets has been added to the fast tracking package SixTrack. This allows the simulation of effects such as snap-back, ramp induced effects and magnet failure scenarios. this note details the implementation and the usage of this extension.
