Sumario:Cross sections for the reaction e+e&minus; &rarr; qq&macr;(&gamma;) are measured at seven center-of-mass energies from 192 to 208 GeV, using data taken with the L3 detector at LEP. The results are in good agreement with the Standard Model. The cross sections are used to set an upper limit on the quark radius of 2.5 &times; 10<super>&minus;4</super> fm.
