Sumario:This paper describes the top-level requirements and specifications of the CMS Computing Model, and the associated costs. It was prepared primarily for the LHCC review of Computing Resources of January 2005 but will also be used as input to the CMS and LCG Computing TDR's, due for submission in the Summer of 2005. The primary focus is the first year of LHC physics running but approximate estimates of the cost evolution are also given.
