The authors present final results for a pi pi phase-shift analysis based on extrapolated moments obtained from the 17 GeV/c CERN-Munich experiment on pi /sup -/p to pi /sup +/ pi /sup -/n. Compared to the previous publication the final results show no important qualitative change but the numerical accuracy is considerably improved as a result of using modified techniques both in the fixed-momentum transfer analysis and in the phase-shift analysis. As a result, various diseases of the old solution have been cured. They analyze in some detail the coupling of the rho '(1600) to 2 pi , clearly seen in the solution. It is argued that the technique has solved the phase-shift ambiguities previously obtained and details are given of the solution which has a very good chi /sup 2/ to the data as well as a high numerical consistency with fixed-t, fixed-u and fixed-s analyticity.
