Coulomb effects in off-shell $\pi \pi$ scattering
Coulomb effects are shown to be strongly suppressed in the off-shell pi pi scattering accessible from pi N to pi pi N data, and hence Coulomb-interference effects cannot be readily extrapolated to the pion-exchange pole. (6 refs).
