This conclusion does not hold when the issue of flavour is relevant and properly taken into account in leptogenesis: the baryon asymmetry may even arise uniquely from the low energy leptonic CP-violation whose observation would ensure the existence of a baryon asymmetry. We illustrate this point with various examples studying the correlation between the baryon asymmetry and CP-violating phases in neutrino oscillations and in the effective Majorana mass in neutrinoless double beta decay.
