Sectoral public policies and participatory development strategies in the Tulancingo Valley, Hidalgo, Mexico

The objective of this research was to determine the problems faced by the textile, dairy, commerce and brick manufacturing activities in the Tulancingo Valley region of Hidalgo, Mexico, in order to design development strategies based on Participatory Planning schemes during 2016-2017. The loss of sectoral competitiveness is highlighted as a central problem, associated with the inadequate design and implementation of sectoral public policies due to the scarcity of sectoral financial resources, excessive procedures and requirements, lack of incentives, politicization of government programs, and lack of regulatory protection and flexibility. Lines of action and projects were established that would adequately target sectoral public policies and generate greater productive development, from the bottom up, in a functional and comprehensive way and with a long-term vision.
