Sumario:This article proposes a theoretical-methodological approach to the conceptualization and analysis of local migration policies and migration paradiplomacy. It employs a longitudinal methodology of observation and data collection on the State Offices of Attention to Migrants (OFAM) in Mexico, during a decade, between 2010 and 2020. It explains how Mexican migratory federalism is configured and, in particular, how it responds to the articulations of convergent international migratory dynamics in Mexico, due to its location in the migratory corridors that connect Mesoamerica with North America.
