El objetivo de esta investigación fue elaborar el Plan de Desarrollo Municipal de La Paz, Santander para el cuatrienio 2020-2023, aplicando el Kit de Planeación Territorial (KPT) creado por el Departamento de Planeación Nacional de Colombia (DNP). El proceso contó con la realización de cuatro talleres participativos, identificándose por medio de cartografía social las problemáticas actuales y el diseño de alternativas de solución. El proceso priorizó cinco ejes estratégicos alineados a las cinco esferas del Programa de las Naciones Unidas para el Desarrollo (PNUD): Desarrollo, Equidad y Bienestar, Prosperidad, Sostenibilidad y Alianzas.
