Sumario:The performance evaluation of the state public universities (UPE) is a priority issue because they use resources from the federal and state budgets to achieve their academic goals; it is a constitutional mandate that such public resources are managed with efficiency, effectiveness, economy, transparency and honesty to satisfy the objectives for which they are earmarked. On the other hand, the administrative-financial management in these educational institutions is specified through the structure and the functions that provide support for the fulfillment of their purposes, which are determined in the legal systems of each entity. Thus, the constitutional mandate, together with the mission of the institution, outline the guidelines for the performance evaluation.
