Sumario:The article compares the development of public administration at different stages, both in the United States and in Mexico. The analysis takes as an initial point of reference the publication at the end of the century XIX of Wilson's text entitled "The study of the administration", covering until the six-year term of Felipe Calderón in Mexico. The objective is to show the gap between administrative thinking in the United States and practice in our country, as well as the deep differences in the political context that have ended up hindering administrative modernization in Mexico, partly because of the different roles played by the bureaucracy, evidencing how the issue of the professionalization of public servants, among others, it is still a pending issue.
