THE DEVELOPMENT OF PLANNING IN MEXICO

This proposal describes, from a historical and legal perspective, some antecedents of planning in Mexico, in order to address the main constituent elements that gave rise to it. The effort that the Mexican government previously assumed with respect to that observed in a general way in the Latin American sphere is shown. Likewise, it is highlighted how the development of planning reached the constitutional rank and gave guidelines to establish as a norm the executive presentation of the National Development Plans by the Federal Executive in each six-year term. Finally, the legal instruments that are key to their application today are taken into consideration.
