description This proposal describes, from a historical and legal perspective, some antecedents of planning in Mexico, in order to address the main constituent elements that gave rise to it. The effort that the Mexican government previously assumed with respect to that observed in a general way in the Latin American sphere is shown. Likewise, it is highlighted how the development of planning reached the constitutional rank and gave guidelines to establish as a norm the executive presentation of the National Development Plans by the Federal Executive in each six-year term. Finally, the legal instruments that are key to their application today are taken into consideration.

Esta propuesta describe, desde una perspectiva histórica y jurídica, algunos antecedentes de la planificación en México, a efecto de abordar los principales elementos constitutivos que le dieron origen. Se muestra el esfuerzo que el gobierno mexicano previamente asumió respecto al observado de manera general en el ámbito latinoamericano. Así mismo, se destaca cómo el desarrollo de la planificación alcanzó el rango constitucional y dio pauta a establecerse como norma la presentación ejecutiva de los Planes Nacionales de Desarrollo por el Ejecutivo Federal en cada sexenio. Por último, se toman en consideración los instrumentos jurídicos que son clave para la aplicación de los mismos en la actualidad.
