Sumario:This paper studies the Human Rights Approach from its guarantee mechanisms, within which we find public policies. It is a qualitative study that applies the documentary method, through which it is concluded that the aforementioned Approach represents a transforming element and a substantial advance for the construction of public policy programs, in that it places human rights and people as their holders at the center of their design, implementation and evaluation, emphasizing the obligations that States have acquired with the signing and ratification of international treaties, so that public policies are developed as means or mechanisms of satisfaction of rights, and not only as mechanisms for the solution of problems.
