El monitoreo en este territorio se lleva a cabo a través de los datos publicados por el Instituto Nacional de Estadística, Geografía e Informática en una periodicidad trimestral. La estructura del OLV se establece según los lineamientos estipulados por la Coordinación Universitaria de Observatorios (CUO) de la Universidad Veracruzana, y al mismo tiempo, se apega al Programa de Trabajo de la Universidad Veracruzana 2021-2025 “Por una transformación integral”, cumpliendo con la formalidad y trasparencia que le corresponde a un espacio de recolección y divulgación de datos como lo es el Observatorio Laboral Veracruzano.
