Sumario:The application of the gender perspective in urban planning is essential for the urban planning agendas of the 21st century. From different disciplines, it has understood that men and women live differently and experience particular violence in the city. In this sense, the present work has the objective of analyzing urban planning legislation in the state of Veracruz, Mexico, from a gender perspective, in order to observe the possibilities of materializing safe and dignified cities for women. For such purposes, urban legislation documents reviewed and confronted with international agreements, conventions and legislation on women's rights. Finally, the main gaps are exposed, and it is that the neutral management of urban regulations makes invisible gender inequalities and real access to the right of women to the city.
