description In this study, the authors use 1989 and 1992 Medicaid Tape-to-Tape data from California, Georgia, Michigan, and Tennessee to examine changes in provider systems before and after enactment of the Omnibus Budget Reconciliation Act of 1989 (OBRA 89). Although all four study States' preventive and Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services provider system grew, Michigan's growth was markedly higher. Growth occurred in the number of both office-based and clinic-based providers. However, this growth was outpaced by growth in enrollment, so that child/provider ratios were generally higher at the end of the study period.
