Sumario: | Title I of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act provides emergency assistance to eligible metropolitan areas (EMAs) to provide a continuum of care and services to people living with HIV disease. This article presents the results of a 2000-2001 survey of the 51 Title I Planning Councils. EMAs are serving significant numbers of females, with black and Hispanic persons constituting a majority of people served in 33 EMAs. Among the difficult to serve are substance abusers, people with chronic mental illness, multi-diagnosed people, the homeless, black males who have sex with males, and Hispanic persons. |
