The security policy paradigm of “hybrid threats” counts disinformation activities towards the different weapons of international “grey zone conflicts”, positioning them below the threshold of armed attacks. Democratic states are thus caught in the paradox of defending the public sphere – the ground upon which will and opinion form and develop – against hostile interventions without interfering in constitutive freedoms. This poses new conceptual challenges for state security.
