    “…RESUMEN: La dinámica de los Estados modernos obliga a un sostenimiento de sus políticas públicas, apoyado en recursos económicos ordinarios y extraordinarios que integren sus presupuestos anuales.Los ámbitos que dan sustento y justificación a las atribuciones del Estado, corresponden en forma tradicional a la educación, salud, alimentación, seguridad pública, entre otras, permiten que su teleología se desarrolle en cumplimiento al bienestar.No obstante, las crisis económicas que enfrentan las finanzas nacionales, se deben atender a los programas que generen una forma de vida productiva y de crecimiento al interior, tal es el caso del Agro mexicano que merece la atención y renovación como ámbito de generación de empleo, productos básicos y materia prima que conduzca a un desarrollo sostenible.Por lo tanto, la financiación que se aborda en la investigación que se presenta obedece al ejercicio fiscal 2019, ante el Programa Especial Concurrente e instrumentos normativos que regulan la obligación tributaria o estímulos en beneficio de las actividades agrarias y conexas.Lo anterior de cara a la suficiencia alimentaria y renovación agrícola que requiere el territorio nacional, como base del crecimiento de la población y la atención al régimen de productores, que medianamente contribuyen a la cadena económica; en la reproducción de alimentos y materia prima que inciden en el desdoblamiento de los procesos de venta y consumo a nivel nacional e internacional.Palabras clave: Política fiscal, contribuciones, financiación, programas, agro.ABSTRACT: The dynamics of the modern states oblige sustenance of their public policies, supported by ordinary and extraordinary economic resources that integrate their annual budgets.The areas that support and justify the attributions of the State, correspond in a traditional way to education, health, food, public safety, among others, allow their teleology to develop in compliance with welfare.However, the economic crises facing national finances, programs that generate a productive way of life and growth in the interior must be taken care of, such as the Mexican Agro that deserves attention and renewal as an area of employment generation, Commodities and raw materials leading to sustainable development.Therefore, the financing that is addressed in the research presented is due to fiscal year 2019, before the Concurrent Special Program and normative instruments that regulate the tax obligation or incentives for the benefit of agricultural and related activities. …”
